As the bearings age, it'll get harder to start the fan, causing repeated high-power stop/starts and making the fan die a much faster death than it should. I don't like this, as a slowly spinning fan can continue moving with less power than it'd need to start up and no noise at all. So if the IHV has decided that at low temperatures, and the known thermal output of the GPU at idle, their cooler doesn't need the fans, it won't use them.

Low end cards sometimes can't temperature control the fan at all until the driver's loaded and set it to a "safe" level, which is usually far too noisy, until the driver loads.
